Somewhere in your organization, someone is building an “AI team.” They are hiring data scientists, setting up GPU clusters, and writing a charter that positions them as the center of excellence for artificial intelligence. Every other department that wants AI capability will go through them.

This is the wrong model. And if you follow it, you will spend 18 months building internal capability that produces demos, not outcomes.

The reason is structural, not personal. Centralizing AI in a single team creates a bottleneck, an organizational dependency that slows down the very adoption it was designed to accelerate. Every product team, operations group, and business unit that wants AI capability joins a queue. The AI team triages requests, builds proofs of concept, and delivers solutions that are technically impressive but disconnected from the operational reality of the teams they serve.

We have watched this play out at large enterprises and mid-market companies alike. The pattern is consistent. The centralized AI team delivers its first demo in three months. The first production deployment takes another nine. By the time it ships, the business requirements have changed, the team that requested it has moved on, and the ROI case that justified the project is stale.

There is a better approach. Distribute AI capability across your organization so that every team can apply it to their specific domain.

Why Centralization Fails

The centralized AI team model fails for the same reason that centralized IT teams failed in the 2000s: the people closest to the problem know the most about the problem, and the people furthest from the problem build the most generic solutions.

Domain knowledge is the bottleneck. Building an AI system that improves customer service requires deep understanding of customer service workflows, common inquiry types, resolution processes, and quality metrics. A centralized AI team does not have this knowledge. They spend weeks in discovery meetings learning what the customer service team could articulate in an hour. And even after the discovery, they miss the nuances that only come from doing the work every day.

Prioritization becomes political. When every department shares one AI team, resource allocation is a zero-sum game. The sales team wants lead scoring. The operations team wants demand forecasting. The finance team wants anomaly detection. Who goes first? The answer usually depends on who has the most executive sponsorship, not who has the highest ROI use case.

Iteration speed is constrained. AI systems need rapid iteration. The first version is never right. It needs tuning based on real-world feedback from the people who use it. When the AI team is servicing five departments simultaneously, iteration cycles stretch from days to weeks. The feedback loop that makes AI systems good becomes too slow to be effective.

The AI team becomes a translation layer. Instead of building AI systems, the centralized team spends most of its time translating between domain experts who know what they need and engineers who know how to build it. This translation adds latency, introduces misunderstandings, and creates organizational friction.

The Distributed Model

The alternative is to embed AI capability in every team that can benefit from it. Not by hiring data scientists for every department, but by building AI literacy across the organization and providing shared infrastructure that teams can use independently.

This model has three layers.

Layer 1: Shared AI infrastructure. A platform team builds and maintains the common infrastructure: model access, prompt management, evaluation frameworks, compliance controls, and monitoring. This is the plumbing that every team needs but no team should build independently. Think of it as the equivalent of a cloud platform team that provides infrastructure services to application teams.

Building AI Literacy

AI literacy is not a course. It is a capability that develops through structured exposure and practice.

For engineering teams: Engineers need to understand prompt engineering, model selection, evaluation methodology, and the operational considerations for AI systems in production. This is an extension of their existing skills, not a new discipline. Most engineers can become proficient in AI application development in four to six weeks of structured learning and practice.

For product teams: Product managers need to understand what AI can and cannot do, how to scope AI features, how to define success metrics for AI systems, and how to manage the uncertainty inherent in probabilistic outputs. A product manager who understands that an AI feature will be 85 percent accurate on day one and 93 percent accurate after three months of tuning can set appropriate expectations with stakeholders.

For operations teams: Operations professionals need to understand how AI can automate routine decisions, how to define the rules and constraints that govern automated decisions, and how to monitor AI systems for quality degradation. They do not need to build the systems. They need to be informed consumers who can specify requirements and evaluate output.

For leadership: Executives need to understand AI’s capabilities and limitations at a strategic level. What competitive advantages does AI enable? What investments does it require? What risks does it introduce? What organizational changes does it demand? This is not about understanding transformer architecture. It is about understanding what transformer architecture makes possible and what it costs.

The Role of the Platform Team

In the distributed model, the platform team is not the AI team. It is the enablement team. Its job is to make it easy for other teams to build AI applications safely and effectively.

The platform team’s responsibilities:

Model management. Evaluating and approving model providers. Negotiating enterprise agreements. Managing API keys and access controls. Monitoring model performance across the organization. When a model provider changes their API or pricing, the platform team handles the impact so that application teams do not need to.

Prompt management and versioning. Providing a system for storing, versioning, and deploying prompts. When the customer service team’s chatbot prompt needs to change, they can update it through a managed system with version control, rollback capability, and audit logging. Not by editing a string in application code.

Evaluation infrastructure. Building and maintaining the tools that teams use to evaluate their AI applications. Standard evaluation metrics, comparison frameworks, and quality monitoring dashboards that work across different use cases. Application teams define their specific evaluation criteria. The platform provides the infrastructure to measure them.

Compliance and security. Ensuring that all AI applications meet the organization’s compliance requirements. Data handling policies, audit logging, access controls, and content filtering. These controls are implemented at the platform level so that application teams inherit them automatically.

Cost management. Monitoring AI spend across the organization, identifying optimization opportunities, and providing cost visibility to application teams. When a team’s AI usage spikes unexpectedly, the platform team helps them diagnose whether it is a usage increase or an inefficiency.

How to Transition

If your organization currently has a centralized AI team, here is a practical transition path.

Phase 1: Assess and plan (4 weeks). Inventory all current AI projects and planned AI initiatives. Identify which teams would benefit from embedded AI capability. Assess the current skill levels across the organization. Define the target operating model.

Phase 2: Build the platform (8 to 12 weeks). Establish the shared infrastructure: model access, prompt management, evaluation tools, compliance controls. This can be built on existing tools or assembled from components. The goal is a platform that is simple enough for non-specialists to use but robust enough for production workloads.

Phase 3: Pilot with two teams (6 to 8 weeks). Select two teams with clear AI use cases and motivated leadership. Provide them with training, access to the platform, and support from the former centralized AI team members. Let them build their first AI application on the platform. Document what works and what does not.

Phase 4: Scale (ongoing). Expand to additional teams based on the lessons from the pilot. Invest in training. Grow the platform based on demand. Transition the centralized AI team members into platform engineering roles or embed them in application teams as AI specialists.

Phase 5: Mature (6 to 12 months). Establish an AI community of practice that connects practitioners across teams. Share patterns, lessons learned, and evaluation results. Build a library of reusable prompts and components. Develop internal expertise that reduces dependence on external support.

The Objections

“Not every team has the skills.” Correct. That is why Layer 3, AI literacy, is essential. You are not asking every team to become AI researchers. You are asking them to use AI tools to solve problems in their domain. The barrier to entry is lower than most people assume.

“Without centralized control, teams will build inconsistent solutions.” This is the platform team’s responsibility. The platform enforces consistency through shared infrastructure, common patterns, and compliance controls. Application teams have freedom in what they build. The platform constrains how they build it.

“We cannot afford AI specialists on every team.” You do not need them. You need one or two people on each team who have completed AI training and can build applications on the shared platform. For complex or novel use cases, they can engage the platform team or external partners for support.

“The centralized model is working for us.” If it genuinely is, meaning you are shipping AI to production, seeing measurable ROI, and iterating at a speed that satisfies the business, do not change it. But in our experience, the organizations that say this are usually measuring the number of projects, not the number of production deployments. Projects are easy. Production deployments that deliver value are hard. The distributed model makes the hard part easier because the people building the solution understand the problem.

The Outcome

AI as a distributed capability looks different from AI as a centralized team. Instead of one team with ten AI projects in various stages of “proof of concept,” you have ten teams each with one or two AI applications in production. The total output is higher. The time to value is shorter. The solutions are more relevant because they are built by the people who understand the domain.

This is not a technology decision. It is an organizational decision. The technology, the models, the platforms, the tools, is mature enough to support distributed adoption. The question is whether your organization is willing to invest in building capability broadly rather than concentrating it narrowly.

The companies that treat AI as a department will have an AI department. The companies that treat AI as a capability will have AI everywhere. In two years, the difference will be obvious.
